Objective
To provide wages staff with a corporate uniform which is practical, provides protection from solar ultra violet radiation and portrays an appropriate corporate image.
1. POLICY STATEMENT
1.1 Provision of Uniform
Uniforms will be provided to wages staff and to eligible salaried staff on a free of cost basis in accordance with this policy.
1.2 Requirement - Permanent Wages Staff
Council requires all wages staff employed on a permanent basis to wear the uniform. This requirement will be included as a standard condition of employment in all future letters of appointment involving permanent wages staff positions.
1.3 Requirement - Temporary Wages Staff
Council requires all wages staff proposed to be employed on a temporary basis for a period in excess of 2 months to wear the uniform. At the end of the term of employment, temporary wages staff are required to return the uniform in a clean condition.
1.4 Requirement - Casual Wages Staff
Casual wages staff will not be required to wear the uniform.
1.5 Provision of Uniform to Salaried Staff
The uniform will be provided to salaried officers only where the relevant manager certifies that the nature of the officer's duties are such as to require that person to spend most of their time at locations external to the Administration Buildings.
Examples: water meter readers, surveyors, work co-ordinators and team leaders.
Composition of uniform
The following garments will comprise the wages staff corporate uniform -


Primary garments will provide the following levels of solar protection -
- Garments made of permanent press material - UPF 20-29
- Garments made of drill material - UPF 50+
- Overalls - UPF 35+
Issue of uniforms
1.6 Primary Garments
Primary garments will be issued in sets. Each of the following represents one set -

The initial issue of primary garments will be three sets. Up to a further two sets may be issued at the discretion of the manager if
warranted due to the nature of a particular employee's normal duties.
Examples: working in trenches, working in the vicinity of raw sewage.
Set selection will be at the discretion of the employee. However, to minimise exposure of employees to solar ultra violet radiation, Council's preferred
uniform combination is either Set A or Set B.
1.8 Complementary Garments
Complementary garments will be issued as a set. The following garments shall be provided in the set -

The initial issue of complementary garments will be one set.
1.10 Optional Garments
Optional garments will not be available on a free of cost basis. Employees electing to wear these garments will be required to purchase them from the Council. The purchase price shall be equivalent to the amount paid by the Council to acquire the garment.
2 PERSONNAL PROTECTION
2.1 Personal Protective Equipment
Such personal protective equipment as is required to comply with -
(i) the "Code of Practice for the selection, provision and use of personal protective equipment" 1; and
(ii) the following Council Administrative policies -
- Safety Footwear (HR13/96);
- Solar Ultra Violet Radiation Protection (HR15/96);
- Hardened Prescription Spectacle Lenses (HR14/94); and
- Noise Management (HR20/94).
shall be supplied by the Council (in terms of the respective policies) and worn with, or where necessary instead of, the uniform. Safety vests which comply with AS/NZS 1906 Part 4 "High Visibility Materials for Safety Garments" shall be supplied by the Council and worn over the uniform whenever an employee is required to work in or close to traffic or in any other situation which, in the opinion of the supervisor or Safety Co-ordinator, requires employees to be highly visible.
2.2 Solar Ultra Violet Radiation Protection
Sun screens shall be applied to skin areas not covered by the uniform in accordance with Council's Solar Ultra Violet Radiation Protection Policy (HR15/96).
2.3 Dissemination of Code and Policy Details
It will be the responsibility of the Safety Co-ordinator to ensure that all employees are familiar with the content of the code and policies referred to in Section 4.1. New employees will be familiarised with their content as part of the staff induction process. Copies of the code and policies shall be displayed in a manner which will ensure that all employees are able to gain easy access to these documents.
A copy of the policies shall also be given to all of the employees referred to in Section 1.1.
3. REPLACEMENT OF GARMENTS
A garment will be replaced, free of cost, where, in the opinion of both the manager and the wardrobe supervisor, it is in a condition which is likely to adversely reflect upon the Council's image and its condition has been caused through fair wear and tear or has resulted from circumstances beyond the control of the employee.
4. PURCHASE OF GARMENTS BY EMPLOYEES
In addition to the optional garments referred to in Section 3.5, employees may supplement their corporate wardrobe by purchasing additional individual items. Where the total cost of the items purchased exceeds $50, the cost may be repaid in equal installments over a period of 20 weeks or a lesser period of time as selected by the employee provided a payroll deduction authority is signed authorising the Council to deduct the relevant amount from the employee's pay.
5. COUNCIL LOGO AND CORPORATE IMAGE
All garments supplied as a component of the uniform will bear the Council logo. No department or section identifiers are to be displayed on any garment. To meet Australian Taxation Office requirements and to ensure the appropriate image is portrayed, the uniform is to be worn as an entirety rather than as individual pieces.
7. RESPONSIBILITY OF SUPERVISORS
It will be the responsibility of supervisors to ensure that all eligible employees under their control are issued with and wear the uniform provided in accordance with this policy.
8. NON COMPLIANCE
Any employee failing to wear the complete uniform provided by the Council may be disciplined in accordance with the disciplinary procedures.
